How to read the results: SAFE (Indexed) / DELETED / RISK / NOT_INDEXED
- SAFE / Indexed: the URL is still on Google Search. Even if the search results or the domain show DMCA/Lumen signals, the page is indexed → reported as Indexed, not as Risk.
- DELETED: the URL is out of the index with removal signals tied to a DMCA / copyright complaint. Prioritize a counter-notice; do not change the URL.
- RISK: only appears in older scan data (before the logic change). New scans never assign Risk when the URL is still indexed.
- NOT_INDEXED: not (or no longer) seen in the index; this alone does not mean DMCA.

Why check your URLs for DMCA?
When Google removes a page from its search results, that URL's organic traffic can drop close to zero. Discovering it late makes the appeal harder and lets the damage spread to other URLs. Fake reports (negative SEO) are also common: attackers backdate stolen copies of your content and then file a complaint against the original.

After receiving a valid counter-notice, Google forwards it to the complainant. If the complainant does not show they filed a lawsuit within roughly 10 to 14 business days, Google typically restores the URL in search results.
Should I change a URL that was removed to avoid the penalty?
No. A new URL loses the SEO signals the page has accumulated and can simply be reported again. The durable fix is a counter-notice that keeps the original URL.
How do I find out who filed the DMCA complaint?
Check Google Search Console (the removal notice email) or search your domain on the Lumen Database to read the allegations in the complaint.
